The following sections describe the environmental subject matter that, in our view, a contemporary assessment should address. They describe issues requiring assessment; they do not assert that harm has occurred.

The dune system

Based on published municipal material, the Meia Praia dune cordon extends roughly five kilometres and forms the transition between the beach and the land behind it. Dune systems accumulate and release sediment seasonally; their vegetation, profile and continuity determine how well they perform that function.

Coastal resilience

Vegetated dunes act as a sediment reservoir and a barrier against storm surge and overwash. Interventions that reduce dune width, height or vegetation cover may reduce that protective capacity. Whether this project does so requires assessment.

Biodiversity

Coastal dune habitats support specialised plant communities and invertebrate, reptile and bird species adapted to open sandy ground. Site-specific survey work is the appropriate way to establish what is present and what could be affected.

Human pressure and trampling

Trampling is a well-documented pressure on dune vegetation. The rehabilitation project addressed it through boardwalks and controlled access points. A significant increase in users may change the assumptions on which that design was based.

Artificial lighting

Artificial light at night can affect nocturnal invertebrates, birds and the general character of an undeveloped coastal margin. Lighting design, shielding, colour temperature and curfews are standard mitigation subjects.

Drainage and runoff

New impermeable surfaces change stormwater volumes and pathways. Discharge routes, treatment and the potential for erosion or contamination at the coastal interface should be described publicly.

Traffic and infrastructure

Access roads, parking, servicing movements and water and wastewater capacity are all relevant. So is construction traffic during the build period.

Landscape character

Meia Praia’s open horizon and low-rise coastal edge are part of what the place is. Height, massing, materials and night-time appearance affect that character.

Cumulative impact

Individually modest effects can combine. Assessing this project in isolation from other development along the same coastal stretch may understate the overall change.

The EU-funded restoration

Public funds were used to restore and protect this dune system. Any obligations attached to that funding — on conservation outcomes, monitoring or access management — should be identified and honoured.
