Following the September 25 Founders Meeting: Legal Gaps Come Into Focus

At our September 25 founders meeting, the group identified significant legal vulnerabilities in the Hotel Jupiter Lagos project. They center on the lagoon rehabilitation and the lack of adequate environmental reports from the Portuguese Environment Agency (APA).

What we found:

• The developer holds an excavation permit, not a full construction license.

• Approval of the hotel depends on approval of the lagoon rehabilitation.

• On August 28, the APA issued a simple water resource use license. Our legal team argues it is insufficient and does not replace the comprehensive scientific report required for major hydraulic works.

• There is no scientific evidence that the proposed rehabilitation would prevent flooding or reduce tsunami risk.

Where we go from here:

We are moving from behind-the-scenes investigation to public action. We will stay focused on documented irregularities and the lack of transparency, and keep building attention through steady, factual reporting.

The founders are also studying whether forming a formal association is viable, and how it would strengthen the Save Meia Praia Campaign.

19 August

The gathering outside Câmara Municipal de Lagos took place on 19 August, ahead of the Municipal Council meeting. Thank you to everyone who came out for Meia Praia.
